Ex Warden lifts lid on Camden's ticketing targets


A former parking attendant has produced evidence this week to the Ham and High which claims that NCP parking attendants had their bonuses witheld unless they dished out a certain number of tickets.

A copy of the article is shown (left).
There is reference to 'The Republicans' ... a squad of parking attendants used to get the ticket numbers up.
NCP's 'excuses' are an interesting read.

Following on from the story below NCP and Camden's parking woes go from bad to worse as NCP spokesman Tim Cowen is forced to admit that the Parking Attendant whistleblower did tell the truth.


If ever evidence was needed that local authority parking enforcement and private contractors do not lead to good practice this is it. Incentives and bonuses however much it is denied by councils and contractors do exist. The more tickets issued the more money for the contractors and the council. It ain't rocket science to work out that that is not a good recipe for a fair, transparent and proportionate system. However, tie in the fact that the adjudication bodies also have a direct beneficial financial relationship based on the number of tickets and you have a recipe for disaster ... which is why we are where we are at!

Camden's Controlled Parking Zones (CPZs) and the legislation


"controlled parking zone" means either -
(a) an area -
(i) in which, except where parking places have been provided, every road has been marked with one or more of the road markings shown in diagrams 1017, 1018.1, 1019 and 1020.1; and
(ii) into which each entrance for vehicular traffic has been indicated by the sign shown in diagram 663 or 663.1; or

(b) an area -
(i) in which at least one of the signs shown in diagram 640.2A has been placed on each side of every road; and
(ii) into which each entrance for vehicular traffic has been indicated by the sign shown in diagram 665;

Sunderland case submission may collapse Controlled Parking Zones across the country

A submission made to the National Parking Adjudication Service adjudicator in the case of Herron v Sunderland on 12th September 2007 has the potential t collapse every CPZ in the country.

The crux of the case relied on the validity of the CPZ due to incorrect / missing / unlawful signing within the CPZ.

Remarkably, after over 6 hours worth of submissions by signing expert Richard Bentley the adjudicator decided to adjourn ... for TWO MONTHS!!!

Meanwhile, the DfT has confirmed that they are currently re-drafting the guidance on CPZs as the case has national implications.

Trouble for Camden is that a large percentage of their signs and lines also do not comply with the legal requirements and this could lead in a massive increase in the number of drivers appealing ... and winning. We will be posting the arguments on the Camden section of the www.parkingappeals.co.uk website within the next two weeks.
